The European Communities (Personal Protective Equipment) Regulations have stated that Harnesses are classed as PPE category III, "equipment for mortal danger". Equipment carrying such a stark rating must be capable of performing its role at all times. Therefore, a regime of harness-safety inspections must be in place to ensure employees are kept safe while using such equipment. For example, all such equipment should carry the appropriate CE marking. However, just because the CE marking is present, this does not necessarily mean that a piece of equipment is safe for the job in question.
Under Part 4 (Working at Height) of the Safety, Health and Welfare at Work (General Application) Regulations 2007, the employer must do all that is reasonably practicable to prevent anyone falling a distance liable to cause personal injury.
Working at Height brings a whole host of additional dangers and there is a legal requirement to ensure that there is a speedy and effective rescue procedure in place when using this type of equipment. This is due to the fact that if someone is left suspended and unconscious in a harness then death could occur within minutes
This condition is known as suspension trauma, and is usually attributed to the blood flow to vital organs such as the brain and or heart ls being hindered by the very equipment used to protect the employee -the harness itself.
